consent to a departure from the Chinese form which had

been mutually agreed upon, without first obtaining the

concurrence of Marshal Li. He also considered that it was

desirable to obtain the approval of the latter to the

appointment of the merchant in question and therefore

desired that the matter be held over pending the Marshal's

return.
